Foreign Office, March 5, 1909. I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 24th ultimo on the subject of the regulations made by the provincial authorities of Kiangnan for the control of the sale of opium.

In regard to the suggestion that various points should be referred by the Chinese Government to the International Opium Commission, I am to state, for the information of the Secretary of State, that as the Commission has broken up, Sir E. Grey proposes to forward a copy of the letter under reply to His Majesty's Minister at Peking, with the request that he will submit any observations he may have to make on the various points referred to therein.
